The older dragon put his magic into the mask so that the little one could find self-expression. The little one worked on the mask, making it into an artistic device - when she put it on as demonstration, she freed her Spirit and became just as luminous/winged as the older one. After that, there was no essential difference between the two, except for small details that showed who each dragon was (the horns, legs, etc). Essentially they'd been the same all along: free spirits (luminous beings).
